كيف يعمل ميزان How Mizan works

لماذا تهم مقارنة المصادر Why multi-source comparison matters
على أي سؤال جاد، نادراً ما يكون هناك مصدر واحد يحمل القصة كاملة. الجهة الرسمية تعرف الإجراء، لكنها لا تتحدث عن الواقع الميداني. منظمة المناصرة تعرف الواقع، لكنها لا تتحدث باسم القانون. الدليل الأكاديمي قد يكون متأخراً سنة عن آخر تغيير في السياسة.
ميزان لا يحاول تركيب «إجابة واحدة صحيحة» من مصادر متعددة. يفعل العكس: يُبقي كل صوت مستقلاً، ويُظهر الفجوة. هذه الفجوة هي المعلومة. حين يقول UNHCR شيئاً، وتقول منصة محلية شيئاً مختلفاً، فالاختلاف ذاته جزء مما يحتاج المستخدم معرفته.
هذا منطق المساءلة، لا التلخيص. وهو ما يجعل ميزان أداة بنية تحتية مدنية، لا روبوت محادثة.
On any serious question, no single source holds the whole story. The official body knows the procedure but stays silent on field reality. The advocacy platform knows the reality but doesn't speak for the law. The academic guide may be a year behind the latest policy change.
Mizan does not try to fuse multiple sources into one "correct" answer. It does the opposite: each voice stays distinct, and the gap is made visible. The gap itself is information. When UNHCR says one thing and a local platform says another, the disagreement is part of what the user needs to know.
That is the logic of accountability, not summarization. It is what makes Mizan a piece of civic infrastructure rather than a chatbot.

هذه المصادر مُهيّأة في إصدار منصة اللاجئين في مصر. كل مصدر يُسأل بشكل مستقل، ويُجيب من منظوره فقط — بلا توحيد ولا تلخيص. These sources are configured in the Refugees Platform Egypt deployment. Each source is queried independently and answers from its own perspective — no merging, no summarization.
UNHCR Egypt — the UN refugee agency. Authoritative on registration, asylum procedures, RSD, resettlement, refugee documentation, and protection-related assistance in Egypt.
Refugees Platform Egypt — an independent advocacy and information platform run by and for refugees in Egypt. Authoritative on community services, legal aid clinics, education access, healthcare navigation, and grassroots integration realities.

ميزان لا يدّعي الحياد التام. اختيار المصادر المُهيّأة هو في حد ذاته قرار تحريري. هذا الإصدار اختار UNHCR ومنصة اللاجئين في مصر بوصفهما الصوت الرسمي والصوت المستقل المهتم بشؤون اللاجئين. Mizan does not claim total neutrality. The choice of configured sources is itself an editorial decision. This deployment selected UNHCR and Refugees Platform Egypt as the official voice and the independent advocacy voice on refugee matters.
